2016 Seminar on Education Evaluation Held in Yangzhou
On September 26, the 2016 Seminar on Education Evaluation of the CSE was held in Yangzhou. Themed on “Evaluation and Students’ Core Qualities,” this Seminar launched in-depth discussions on theoretical and practical issues concerning cultivation and evaluation reform of students’ key competencies. Related officials from the Ministry of Education (MOE), Jiangsu Society of Education, and Yangzhou Municipal Education Bureau attended the Seminar, along with over 600 teaching administrators and front-line teachers.

Yang Nianlu, Secretary General of CSE, presided over the opening ceremony, and Dai Jiagan, Executive Vice President of CSE, delivered an opening speech. According to Dai, elementary education reform focusing on quality and virtue cultivation now encounters new challenges and opportunities: How to translate “students’ key competencies cultivation” into reality by giving priority to curriculum design, teaching practice, and education evaluation? First and foremost, we should fully recognize the importance and necessity of evaluation. The key competencies cultivation, in essential, integrates Chinese Dream with individual expectations, guaranteeing rich human resources and the realization of the “Two Centenary Goals” (to finish building a moderately prosperous society in all respects by the time the Communist Party of China celebrates its centenary in 2021; and to turn China into a modern socialist country that is prosperous, strong, democratic, culturally advanced, and harmonious by the time the People’s Republic of China celebrates its centenary in 2049). And new methods and approaches of education evaluation offered by the Internet, Big Data, multimedia, and cloud computing emerge amid the rapid scientific development. On this basis, innovation and progress on achievement test evaluation, comprehensive quality, and career assessment, if applied properly, will crucially contribute to students’ key competencies cultivation.
Lu Zhiping, Vice Chairman of the Standing Committee of Jiangsu Society of Education, and Zhou Yinghua, Inspector of Yangzhou Municipal Government and Vice Director of Yangzhou Education Bureau, addressed welcome speeches respectively on behalf of departments concerned.
Tan Songhua, Advisor of the CSE, Member of the National Advisory Committee, and researcher of National Education Development Research Center, Xin Tao, Member of National Education Advisory Committee and Deputy Director of National Assessment of Education Quality, MOE, Shi Long, Secretary General of the Basic Education Assessment Professional Commission of the CSE, and Zhang Minqiang, Secretary General of the Education Statistics and Measurement Branch of CSE, made keynote reports respectively on “Improving Professionalism and Leveraging Driving Force of Education Evaluation,”“Core Qualities and Examination Evaluation Reform,”“Students’ Developing Competence and Evaluation,” and “Development and Innovative Application of Education Quality Evaluation Techniques.” These reports combine theoretical study with grass-root-level practice outcomes, offering beneficial references for propelling the comprehensive reform of education quality in each region and school.

To better present the combination between modern technologies and education evaluation reform, seven education evaluation organizations recommended by related branches and units were arranged to share experience and exchange opinions on “Measurement and Evaluation Systems of Elementary Education.”After that, experts gave comments on their presentations. The parties also reported and exchanged experience on comprehensive reform of education quality in primary and middle schools.
As a vital orientation, education quality evaluation serves as a core in the comprehensive reform of education. Delegates stated that, at this Seminar, such in-depth elaboration on education evaluation and students’ core qualities and presentations of education evaluation systems would exert profound influences on promoting examination and enrollment systems as well as comprehensive reform of education quality in primary and middle schools.
